The thing is, you cannot keep the 2500. Once the car changes hands, DMV knows. The clean vehicle folks are alerted and they send a lovely letter showing the prorating of the funds and asking for the balance of the $2500 back. The state gets back the money from the original lessor. No win for anyone, actually, other than the state getting back about $2K to give to someone else down the road.
No scam here. It's the same if you total your EV. They want it back then too.

Except you can't because you have to pay back the $2500 check if you don't keep the car registered to yourself, in California, for three years.

Absolutely not true. The credits are based on three years registered in California. So, when Honda took back "Lemon Law" lease returns, they re-leased them, even though they were / are used.

Really? They are time sensitive???? So if a buyer, like myself, takes their leased vehicle out of state and registers it in a new state in 2015 Toyota loses some of their ZEV credits? They get what, 3 per Rav EV sold in Cali total?

No the agency will come looking for you. I am sure as they work closely with the state your scam will catch up with you.

Wrong, Toyota checks with the dmv. They WILL most definitely find out.

They get 3 credits per RAV4 EV for CARB-ZEV states.

The database was curropt while uploading it may be... but still make that payment on time LOL and wow..
