America's Tire seems to think so (i just ordered new tires...)
I ordered btw the Continental CrossContact LX20 ( 225 /65 R17 102T SL BSW) and they included a charge for a "TPMS rebuild kit" (i assume new sensors or something).

However i had a tire go completely flat and i never got any kind of warning in the car. (it was flat in the parking lot due to a nail in the sidewall).
I've never experienced any kind of tire warning in the car.
 
Yes, TPMS is required after a certain model year and the RAV4 EV definitely has it. It is strange that you did not get a warning when your tire was flat.

If you're not changing the wheels, why do they need to do anything to the TPMS? I can understand if you are getting a new or additional set of wheels that they may need to provide new sensors.
