I bumped into a problem with my Clipper Creek EVSE. My car used to successfully preheat the cabin with the Blink charger, but not with Clipper Creek.

Upon reading the CS-100 manual:

Load Management Inputs

There are two Load Management inputs, labeled High/Low and High/Off, on a
terminal block as shown in Fig. 9 below. Grounding High/Off will completely
inhibit charging until it is released. Grounding High/Low will tell the CS-100 to
send a signal to the vehicle instructing it not to charge, but instead to draw only a
minimum amount of current for auxilliary uses such as cooling down the battery
pack, or pre-heating the cab in the early morning.

Let me know if you crack the case. I thought I couldn't preheat if I had a pre climate scheduled on the rav4 but it sounds like it won't do it at all.
 
Well, I think it will work on the Rav4 with the Clipper Creek if I jump the High/Low pin on the junction block of the CC.

I tried calling them today to confirm, but with Xmas, it may be a week or so. My Rav4 definitely did preheat with the Blink.
