The other chargers from the 2014 CEC grant will likely skip over Kettleman City, but install one on either side in Coalinga (Harris Ranch) and Lost Hills. There were new grants issued this year that will fill in more sites on I-5 but I don't recall off the top of my head which entity got the I-5 corridor from Stockton to Wheeler Ridge in the 2016 Proposed Award. Also, the map below seems to show the 2014 I-5 sites, not new sites for the 2016 grant.
There will be 8 sites installed by Recargo on 101 between San Jose and Buellton. From the map below, it looks like they will be Gonzales, Soledad, King City, Paso Robles, the north side of San Luis Obispo, and Santa Maria. Including Buellton I only see 7 red markers, but some of the docs clearly said 8 sites.

With no fast charger in Kettleman City, it would be easier to charge up in Paso Robles to make it to Harris Ranch (76 miles) because the existing charger at Marigold Center, SLO is 104-108 miles from Harris Ranch depending on which way you go.
