Motor Vehicle Owners' Right to Repair Act

Hi Guys,

today I found the "Motor Vehicle Owners' Right to Repair Act" at Wikipedia.
Am I right that Toyota has to hand out the license key and software for the "tesla power train diagnostics software" if I request for the key?
I am from Austria and I need a fast way to read out the error log - if the car makes troubles.
If you have any experience with this law or with getting diagnostic software- please tell me!

You can usually buy the software and key and it is often about $5000 US. I have it for some vehicles and plan t pay a small fortune as this is dealer software and the software for the RAV is likely a special and more expensive version. You are usually required to prove you are a repair facility as well. Good luck.
