Need official Toyota document about charge timer issues

Another document I can't find right now:

The service bulletin that Toyota specifies that the charge timer issue can't be repaired with the 120 volt issue, the 31st day issue, and one other that escapes me at the moment.

There are three TSB numbers listed here, but I don't know how to get the text of those documents except with a paid TIS subscription. 2 Days is $15, 1 month is $75, 1 year is $400. See http://techinfo.toyota.com

That's the one that specifically says that it doesn't fix the various timer charge issues, correct? Yes, I can wait until Saturday!!
