Yes, you can thank Congress for that. Total of 5 weeks difference, 4 weeks in the Spring and one week in the Fall.

If you bet on cynical business practices, you bet right.

"Pacific Gas and Electric Company Hi Al, We appreciate you providing this feedback to us. In view of the limited benefits, the CPUC allows PG&E to avoid the cost of reprogramming the system to adjust TOU periods by one hour for Daylight Saving Time. "
